One of my favorite newspaper rituals is reading the Declaration of Independence in the Boston Globe on the Fourth of July. Reading it on my iPad takes nothing away from the experience. Happy Independence Day!

I am interested, in rereading the text this morning (I prefer the Times placement of it on last page of the first section, although its placement on the Opinion page in the Globe lends it a more thought-provoking context perhaps), that sometimes the goal of government seems to be securing the people’s safety and happiness, and sometimes it seems to be achieving the public good. Are these two interchangeable?
